Erratic behavior when re-creating a bot for Github-actions

Expected behavior:
Every created bot for a given Github repo (and related Actions) should be able to login to its cluster.

Current behavior:
If you create a 1st bot, it will be able to connect to the cluster following the provided .yml example file.
If you delete this bot and create another one, for the same repo and Actions, it will fail to login.

Bug details:

• Teleport version: 16.4.2
• Recreation steps: see 'Current behavior' section above

Fix:
Delete all Teleport data in /var/lib/teleport and re-create users and bot, this time only 1 for the repo.
