Add a libc requirements to prevent apt/dpkg from updating to broken version of Teleport #9247

As requested here: #9028 (comment)

It would be great if Teleport deb file had libc requirements included to prevent installation of broken version on unsupported system.
This would avoid breaking Teleport node after update, like what happened with Teleport 8 and GLIBC on CentOS and Debian8/9.

Since we're always building against 2.17 should we hardcode that version and close this?
