Maybe join name, newline and elevation in SQL? It would have also effect of ensuring that either both elevation and name will be displayed or neither.
It affects also tourism_alpine_hut and amenity_shelter.

Does Mapnik handle newlines or '\n' within text?
I am unsure about details but it seems #972 managed to achieve with newline that makes my proposed solution possible.
