@Klaus-Tockloth What is the name of second style? Can you give a link to the map?

This is because we don't have global layering model, general layering is defined and for example highway=pedestrian area is on top by design, see also (in)famous #688. I guess we can't do much about it.

I think the only feasible way to solve this would be to solve #3281 - which we have discussed in detail in #3872 but which is incompatible with #2046.
