Zooming in on the map, more icons and names become visible. It is a matter of judgement when to show what - but some results of these judgements are in my opinion not rational:
At z16, amenity=pub become visible
At z17, amenity=restaurant and tourism=hotel become visible
As if pubs are more important than restaurants and hotels - and map users coming to a city will first look for pubs - then zoom in and find a hotel?
I hope we can agree, that we first want to find a hotel - and that we can find it from a reasonable overview of the city. Having found a hotel, then we may zoom in and find restaturants and pubs etc...
So, I propose that hotels and motels become visible at z16 (or z15?) - and pubs become visible at z17 as with restaurants etc.

Yes, that's pretty much what I do if I'm on holiday somewhere. Also - bear in mind that not everyone looking at a map will be looking will need to stay overnight.
