package validate should catch dependencies with too wide constraints #230

package validate doesn't report dependencies that spans multiple major versions. A dependency constraint like this will pass package validate

"gren-lang/core": "1.0.0 <= v < 3.0.0"

Even though such a constraint will fail when the package is downloaded as part of the compile step
