How to make this tools accessible to my brother in other country. Don.t have dedicated IP for it to share any other ways of doing things ???

There are a couple of ways with which you can make this happen.

  1. You can enable port forwarding from Raspberry Pi (using ngrok or such similar applications). Look up about Port Forwarding on Google for more information.
  2. If your Pi is connected to an IPv6 supported network - you can simply start the server with the IPv6 compatibility mode and access it from anywhere around the world as long as your client service provider supports IPv6.
