Uploading of large files is slow #67

The Ophan team (@guardian/ophan) are seeing their artifact of ~450MB take ~30 seconds to upload to S3 using this action. This feels very slow!

There are a few of things we could try to improve the speed, for example:

Chunked uploading
Enabling accelerated transfer on the buckets
