Quality Assertion framework

Let's develop a list of assertions for quality check:

ghiqc --r jeff/foo --i 123

We should asses the quality of issue #123 based on assertions/rules provided by the command-line user, before submitting issue to LLM. Let's create .ghicq file with those assertions:
