Document setting up individual projects CI/CD pipeline to AWS Incubator using GitHub actions and Docker

Overview

As a Dev Ops Engineer working with Incubator, I'd like documentation for setting up a Github action workflow which builds docker images to push onto Incubator's image repositories.

Details

This should be written by a project that has set one up so it can use their project as an example

The steps covered are how to write a GHA to (not included is how to write a gha, which will come from the website teams existing gha documentation)

• Build the container (instructions not included in this documentation see Create Docker documentation for Incubator knowledgebase-content#77)
• push contain to ECR
• update or restart the ECS service
