Create a Guide for adding Users to AWS

Overview

As a new Ops Team administrator or team member, I'd like there to be a guide that help demonstrate adding users to the HackForLA's AWS incubator platform. This guide should convey how to take onboarded members information, and adding them with the right user permissions.

This guide should reside in the Ops Wiki. The Wiki is located at this URL https://github.com/hackforla/ops/wiki

Notes

Currently @JasonEb is the primary driver for adding users. Collaborate with him to get a stronger assessment and approach in working through this ticket.
