PR TableMetadataBuilder & PartitionBinder & ViewMetadataBuilder to iceberg-rust

Follow-up to #14.

We should PR cleanup the following two classes and PR them to iceberg-rust:

• Partition Binder (https://github.com/hansetag/iceberg-rest-server/blob/main/crates/iceberg-ext/src/spec/partition_binder.rs). I think we should make this a more of a functional approach where we just have two functions: bind_spec(schema, spec_id, last_assigned_field_id, unbound_spec) and update_spec_schema which does not require last_assigned_field_id .
