Add support for operate-and-get-next

Thanks for rlwrap, version 0.46.1 being used here.

I'd like to have support for readline function operate-and-get-next, bound to Ctrl-o in readline by default. That would be quite useful to re-execute multi-line commands.

I tried to explicitly bind Control-o to that function in ~/.inputrc, but when I hit Ctrl-o with that configuration in a rlwrap-wrapped application, I only get a terminal bell.
