An organization with a very large user base has an use case which requires bulk account creation on-demand to enable impulse buying. This number is potentionally in the low 10s of millions of accounts, but with the current 2 TPS throttling this use case is a non-starter, and pre-allocation would still take ~ 4 months.
Suggested proposal is to allow TPS according to the following formula
TPS = (cost of account creation + cost of 1 year keep-alive fees) x # of accounts
The HBAR will need to be in the account, and the 1 year keep-alive fees x # of accounts worth of HBAR is locked and used for account upkeep, while the cost of account creation x # of accounts HBAR is spent on creation.
