Create all the tickets for the TSS / Pairings Cryptography Module epic

Once the design proposal is accepted for this project, tickets must be created to detail the work needed. At the end of this task, all or most of the necessary tickets should be created and described.

The tasks that will be worked in the next sprint or 2 should be details and broken down. Tasks that will be worked after that can be more general and not well defined. But the high level tasks should all be captured and somewhere documented.
