With the release of the AWS Provider v4.0, a number of authentication issues have been reported:

EC2 Instance Metadata is not resolving when called from a container: 4.0 - Issue with EC2 Instance Metadata running inside Container terraform-provider-aws#23110
AWS_ACCESS_KEY_ID and AWS_SECRET_ACCESS_KEY are not being used: v4: Authentication not honoring AWS_ACCESS_KEY_ID and AWS_SECRET_ACCESS_KEY terraform-provider-aws#23131
