It will be more convenient to trigger a reload via CLI or HTTP API (e.g. /agent/reload) than by sending signals (specially on Windows).

It may have security considerations, but we are already able to do a-lot with CLI/HTTP.

"It may have security considerations," no more than there already are, given that there's no auth or TLS on HTTP...
