Evals API doesn't respect wildcard namespace filter

Similar to #11574, the Eval.Get and Eval.List RPCs don't support the wildcard namespace filter. We'll probably want that to improve the ergonomics of the evals page that @ChaiWithJai and @juliezzhou are working on.
