rkt needs explicit port mappings except when it's in host networking mode where port mappings are disallowed. Unfortunately Nomad always requires port mappings for rkt tasks with reserved ports.

Relevant code: https://github.com/hashicorp/nomad/blob/v0.6.3/client/driver/rkt.go#L396-L411

Solution

Skip port mappings validation and setup when network mode is host
