resource/aws_ses_template: Provider produced inconsistent result after apply Error on Creation #18103

Description

This resource is now fairly consistently returning the following via acceptance testing:

Error: Provider produced inconsistent result after apply
When applying changes to aws_ses_template.test, provider
"registry.terraform.io/hashicorp/aws" produced an unexpected new value: Root
resource was present, but now absent.
This is a bug in the provider, which should be reported in the provider's own
issue tracker.

Error: Provider produced inconsistent result after apply
When applying changes to aws_ses_template.test, provider
"registry.terraform.io/hashicorp/aws" produced an unexpected new value: Root

issue tracker.

This relates to #16796 for returning the proper AWS error message and likely requires resource lifecycle retries as described in Contributing Guide to handle eventual consistency (if that is the issue).
