[Enhancement]: Support updating release label for EMR Serverless applications

Description

EMR Serverless now supports updating the releaseLabel of an application without having to destroy and create a new resource.

I'm not sure if there's anything more to this than removing the ForceNew flag on the release_label. and bumping the AWS SDK to >=v1.44.291 when this functionality was introduced. The SDK has already been updated to the version required.
