Add name_prefix support for WAFv2 rule groups

Adds support for name_prefix for aws_wafv2_rule_group; based on following https://hashicorp.github.io/terraform-provider-aws/resource-name-generation/

Re the failing golangci-lint action: As this is using setup-go@v4.1.0 and golangci-lint-action@v3.7.0, it seems it would be reasonable to disable golangci-lint's built-in caching -- setup-go already does that.

Might have a stab at that later, as it could speed up the builds considerably, note for me:
