[Tech Debt]: Replace tfawserr import during AWS SDK upgrade

Description

When using awssdkpatch to migrate a service, the tfawserr import should be adjusted away from the awsv1shim variant.

+import "github.com/hashicorp/aws-sdk-go-base/v2/tfawserr"
