[Enhancement]: Add Buffering Hints for Snowflake_Configuration using AWS Kinesis

Description

Hello,

When a AWS Kinesis Firehose with a Snowflake Destination is created via terraform, there is no way to set the buffering parameters for Snowflake, only for the S3 backup.

This can cause unwanted cost and performance issues in Snowflake that can be avoided.

I am requesting an enhancement for the Terraform aws_kinesis_firehose_delivery_stream Snowflake Destination to add the ability for configuring buffering hints per the AWS CLI Command Reference snowflake-destination-configuration Buffering Hints .
