Support for tagging aws_cloudwatch_event_rule resources added in AWS SDK v1.19.0:

Added 3 new APIs, and one additional parameter to the PutRule API, to support tagging of CloudWatch Events rules.

Support for managing aws_cloudwatch_event_rule tags has been merged and will release with version 2.4.0 of the Terraform AWS Provider, likely later today.

This has been released in version 2.4.0 of the Terraform AWS provider. Please see the Terraform documentation on provider versioning or reach out if you need any assistance upgrading.
