azurerm_mssql_database - set short_term_retention_policy.backup_interval_in_hours to nil when elastic pool is hyperscale #27505

Description

short_term_retention_policy.backup_interval_in_hours has a default value of 12 but cannot be set when the database sku is hyperscale or if there is a hyperscale elastic pool linked to the database. This PR fixes a bug where the default is used when hyperscale elastic pools are in use by adding a check for the elastic pool sku.
