Description

The dynamic scaling feature described here: https://devblogs.microsoft.com/cosmosdb/announcing-dynamic-scaling-per-region-and-per-partition-for-azure-cosmos-dbs-autoscale/ has gone live and we are looking to enable this for our 100's of accounts created with terraform.
