google_compute_health_check perma diff with log_config #8190

Expected Behavior

When I run terraform apply, plan will print nothing

Actual Behavior

terraform plan is always showing diff, even though apply completes fine.

This seems same issue with #7016 however I'm still experiencing issue after updating the provider to the latest 3.52.0.
