A generic function for provider resources to use to get a unique identifier.

Relevant Acc Tests are all passing minus #1631 |
because requiring a SG description is annoying

Bonus: made security group description optional with a default - seemed in the same genre as this stuff. (Will list all these tweaks out separately in the changelog if this gets merged.) |

Provider resources can use
resource.UniqueId()when they need an identifier generated for any attribute.Switch AWS Launch Configurations to use the new helper.
