Tag an AWS ApiGateway

Hi,

It seems like actually in terraform 0.12.13 it's not possible to put Tags on an API Gateway (aws_api_gateway_rest_api resource)

We can only put Tags on a Stage of an API Gateway.

In our company, resource tagging is very important to us, and we want to know if is there actually a way to Tag an API Gateway of maybe integrated that functionnaly in a feature release ?
