Improve state upgrade behavior meta-issue

This is a meta-issue tracking a variety of related requests for improving Terraform's handling of state during version upgrades. There is substantial overlap to these requests, so the purpose of this issue is to provide a common reference point.

We are facing above error.

Will restoring State file fix the issue ?
