This bug occurs because
v, ok := GetOk("template_body"); okis always true as we always download it back from the API inRead()function.Here I'm ignoring
template_bodycompletely if the user has providedtemplate_url, since that means thetemplate_bodycomes from the API, not from the user.Fixes #4534
