This PR adds a new resource: aws_lambda_alias, allowing for the creation of Lambda function aliases.

This satisfies #4123.

PR includes the resource, the test, and the doc page for the website.

I wanted to merge #4161 but I let it sit so long that it doesn't merge cleanly (mostly... the test wouldn't run locally). Here I cherry-picked the commit and the tests pass, so I'm re-opening here for formality
