Terraform plan keeps changing subnets.

Every time I run plan or apply I get this:

~ module.stage.aws_subnet.main.3
    map_public_ip_on_launch: "0" => ""

I have 9 subnets and each apply gives me:

Apply complete! Resources: 0 added, 9 changed, 0 destroyed.
