Enhancement: Cost allocation tags to AWS Directory Service

When using aws_directory_service_directory I want to add cost allocation tags.

This features was announced by AWS in July: https://aws.amazon.com/de/about-aws/whats-new/2016/07/announcing-cost-allocation-tagging-for-aws-directory-service/

Steps to Reproduce

1. Create AWS Directory Service with aws_directory_service_directory
2. Add "tags" Section in Terraform
3. terraform plan

Actual Behavior

aws_directory_service_directory.foo: : invalid or unknown key: tags

Expected Behavior

Tags added
