ui: add artifact overview popovers

Is your feature request related to a problem? Please describe.
Artifacts are linked in Waypoint, but being on the page for x release may not clarify what y build that was used to make this release exactly is. I would like the ability to have a quick view popover of basic information of a specific artifact when I hover over a mention of it.

• This information should be the same as what is presented in the Overview section of that artifact
• Places where this should occur
  • Mentions in timeline
  • Mutable deployments Replaced by v#
  • Can consult with @almonk if there are instances you are unsure if the popover should present itself
• Example of the UI can be found in the design docs
• Data for this popover and Overview section might need to be loaded elsewhere to speed up the time between hover + displaying info to user
