Should regions be supported in the cli? Current a hack on environment

Yes I think so. Would allow specifying default regions, which will be very handy when all the boxfiles are region-qualified (e.g., beryllium.ap-southeast-2). Have no problem wiith keeping the current boxfile naming scheme; easy way to do it would just be constructing the boxfile address as "${ENV}.${REGION}" while special-casing the unqualified environments (e.g., prod in sydney) until they're migrated to the new convention.
