cabal 3.8 could get recommended perhaps?

It's been several months. Several regressions exist but nothing egregious. So, maybe we can get the badge for 3.7 3.8?

There are a lot of user visible regressions:

• Cabal 3.8 expects pkg-config --libs --static to always work. cabal#8455
• cabal init -n fails with opaque error message when git not installed cabal#8478
• Cabal 3.8 checks for literally all pkg-config packages in the system cabal#8494
• Cannot run a script using cabal run which depends on a local package with cabal-install 3.8 cabal#8562
• Regression over 3.6 concerning ghc-options -pgmP -optP cabal#8058
• cabal-install 3.8.1.0 regression: can't control the order of hs-source-dirs anymore cabal#8458

Some of these seem severe to me.
