Currently it only allows to link to publications, which goes back to the time we did treated "policies" as publications.

@gandalfar: Could you check if you need additional information to solve this issue?

We should check if all realtions can be added on both sides. For example I just noticed that policies include a field "is based on" as well, which currently allows only to link to publications, not to policies.
