Hi! I love this library but it would be great if I could turn it on globally by default in my settings file, so that the other developers don't need to remember to add the -n flag. Is that possible?

Add setting to specify the default behavior

In order to remove the need to specify the option via the command
line, this commit provides support for a setting to specify the
default behavior. The setting is called
TEST_WITHOUT_MIGRATIONS_DEFAULT, and may be omitted in which case the
default of "False" is used.
