How to Handle Plugin Post Type Sub Menus

Some plugins add sub menu items underneath post types. Obviously as the post types no longer have a top level menu item, these sub level items will no longer appear anywhere in the admin.

I wonder whether we could get any register sub menus for post types and show them in the content block somewhere?
