The API currently uses @stacks/transactions v2.0.1.

An upgrade to v4.4.x is necessary In order to construct versioned-smart-contract txs, and likely required to perform PoX-2 related operations in the Rosetta layer.

Specifically 4.4.0-stacks2.1-alpha.0 which contains hirosystems/stacks.js#1341.
