Static compilation of some of the viriatum modules #23

Support for the compilation of the viriatum modules in a static way is important for thinks like the admin interface (using mod_wsgi).

The approach to this problem should be similar to the one present in the php system.

Problems

When implementing the shutdown module function the memory pool must not be released in case the compilation is static (conditional compiling)
