Insteon: Add Scan, Sync, and Delete Links on Next Connection to Deaf Devices

When a deaf device sends a command, it remains awake for a short period there after. If batch commands are started when the device is briefly awake, the device will remain awake. Houselinc offers the ability to Sync on the next connect. I think we could relatively easily add a similar voice command for deaf devices into MH.

This would certainly work with the remotelincs as the awake interval can be set. But this may be more difficult with Motion Sensors if the awake time is very short.
