As a starting point, an in-memory bootstrap server can act as a stand-in for the Wind Tunnel test, run on a single machine. Write a nix package definition in the kitsune2 repo so the bootstrap can be run on CI. Test the nix package on CI.

Then an bootstrap service needs to be set up to replace the in-memory server.
