ZHA lidl gateway broken in 2024.8.0

The problem

I just updated to 2024.8 and my zha network suddenly became very unreliable.
My zigbee gateway is the lidl silvercrest gateway with the blakadder firmware on it.
I did a little digging and it seems to be a duplicate of #116575 that might have been reintroduced with the large zha update.

What version of Home Assistant Core has the issue?

2024.8.0

What was the last working version of Home Assistant Core?

dont recall but probably 2024.7 or 2024.6

What type of installation are you running?

Home Assistant Container

Same here. Also with a Silvercrest gateway. Downgrading to 2024.7 solved the problem.

I just updated to 2024.8.1 and the solution seems to work as intended.
