I'm not experienced in resnet or NNs at all, so take my advice with a grain of salt, but I think the definition should be:

class LambdaLayer(nn.Module):
    def __init__(self, lambd):
        super(LambdaLayer, self).__init__()
        self.lambd = lambd
    def forward(self, x):
        return self.lambd(x)

I hope this helps. I agree that it is odd not to have defined this somewhere.
