User is unable to navigate back from "Create Carrier" page after refreshing the URL

Current behavior

After refreshing, the back navigation functionality does not work, and the user is stuck on the "Create Carrier" page.

Expected behavior

After refreshing, the user should still be able to navigate back to the previous page without any issues.

Steps to reproduce the issue

Navigate to the 'Carriers and Shipment Methods' section.
Click on create new button.
While on the "Create Carrier" page, refresh the browser.
Attempt to navigate back to the previous page (using navigation link) and observe the issue.
