Add support to open multiple pdfs on a single page in fulfillment app

What is the motivation for adding/enhancing this feature?

Currently when having multiple pdf urls, each url is opened in a separate tab, but when we are doing a bulk operation then in that case we need to open the pdfs in the same tab

Explored on multiple pdf packages to merge multiple pdfs in one, but having issue regarding the content not being parsed correctly.
