Conversation may get fragmented into multiple parts

Hi,
This is an example of a fragmented conversation:

[ANN] Squeak Inbox Talk - bringing squeak-dev into your image

Before I joined the conversation there were two fragments already; when I joined the third fragment has been created. What is the criterion for Inbox Talk to consider a message part of one conversation? Not the Subject?
